Many take the following verse to mean that Judah shall rule over all the 14 Tribes of Israel forever, to this day, but the corollary to the statement "until Shiloh come" is that, once Shiloh came, Judah no longer ruled:
Had God had intended for Judah to rule forever, then He wouldn't have split the House of Israel and the House of Judah into two separate kingdoms more than 3,000 years ago, and we today would still be part of the House of Judah:

Jos 18:1And the whole congregation of the children of Israel assembled together at Shiloh, and set up the tabernacle of the congregation there. And the land was subdued before them.
Jos 22:9 And the children of Reuben and the children of Gad and the half tribe of Manasseh returned, and departed from the children of Israel out of Shiloh, which is in the land of Canaan, to go unto the country of Gilead, to the land of their possession, whereof they were possessed, according to the word of the LORD by the hand of Moses.
Jos 19:51 These [are] the inheritances, which Eleazar the priest, and Joshua the son of Nun, and the heads of the fathers of the tribes of the children of Israel, divided for an inheritance by lot in Shiloh before the LORD, at the door of the tabernacle of the congregation. So they made an end of dividing the country.
So the following verse is PROOF POSITIVE that the scepter and lawgivers have ALREADY been passed from Judah, and that it was passed on to the House of Israel:
